When that moment comes, the most important question may not be whether South Africa’s argument is legally correct or morally justified. It may be whether the country still possesses sufficient credibility for its intervention to carry the authority it intends. That is the reputational question now confronting Pretoria.

Starlink has intensified its efforts to enter the South African market by proposing a R500 million investment to provide free high-speed satellite internet to 5,000 rural schools through an Equity Equivalent Investment Programme (EEIP), which would allow it to meet empowerment requirements without local equity ownership. The company says the initiative could benefit more than 2.4 million learners annually while helping bridge South Africa's digital divide, but its launch remains subject to regulatory approval from ICASA.
